Snapshot policy

  1. Use the finalized slot recorded at the cycle boundary.
  2. Resolve token-account ownership and exclude burn, program, reserve and invalid accounts.
  3. Allocate with integer raw amounts; dust carries forward in the token reserve.
  4. Pay automatically after the threshold, with failures remaining reserved.

Instant snapshots can still be gamed. Time-weighted balances are planned only after a reliable historical index is validated.
